The primary objective of the PhD in Planning is to prepare students for academic careers in teaching and research. Some may also pursue an advanced planning career in the private, non-profit or public sector, given the rising demand for people with a PhD credential outside of academia.

Our program is designed to provide students with a broad and critical knowledge of planning history, theory and practice, as well as rigorous training in research. These objectives are achieved through a combination of advanced seminars and workshops, a comprehensive exam and a doctoral dissertation. As part of their training, students also receive teaching assistantships and may be offered research assistantships, as these become available.
The expectation is that PhD degrees will be completed on a full-time basis within four years of initial registration. The School of Graduate Studies requires that the thesis be submitted within six years of initial registration in the program.

An appropriate master's degree in planning or a related field, or its equivalent from a recognized university, with a minimum standing equivalent to at least a University of Toronto A– and demonstrated competence in analytical methods or successful completion of one of two methods courses in the current master's program.
International English Language Testing System (IELTS): The minimum requirement is an overall band of 6.5, with no band below 6.0.
Test of English as a Foreign Language (TOEFL): The minimum scores required for the different TOEFL tests are:

Minimum Requirement: total score of 100 + 22 on Writing
Discretionary Range: total score 89-99 +19 - 21 on Writing
Cambridge Assessment English C1: Advanced or C2: Proficiency: A minimum overall score of 180, with at least 170 in each component.
Canadian Academic English Language Assessment (CAEL): The minimum score required to meet our English facility requirement is an overall score of 70 and no part below 60.
Canadian Test of English for Scholars and Trainees (CanTEST): The minimum requirement is a total score of 4.5, and no part below 4.
